In Colorado, a Big Legal Victory for Active Transportation Funding

Believe it or not, in many U.S. states one of the biggest obstacles to active transportation is in the constitution.

Embedded in the constitutions of 22 U.S. states are bans on spending gas tax revenues and/or vehicle registration fees on anything but highways and bridges. That means no matter how much practical value a sidewalk, busway, or bike lane would add, those projects must go begging for funds.

But thanks to the efforts of a broad coalition in Colorado, the number of states with constitutional restrictions on sustainable transportation spending is about to fall to 21. Governor John Hickenlooper will sign a bill tomorrow that opens up $250 million a year in state gas tax revenue to walking, biking, and transit projects.

Colorado-based transit and environmental advocates found a way to overcome the ban without the monumental effort and expense of a statewide referendum. And they’re eyeing six other states around the Southwest with hopes for a repeat or two.

Colorado’s constitutional amendment — passed in 1935 — states that gas tax revenues and vehicle registration fees can only be spent on highways and bridges. To make matters worse, the state had always depended on a narrow reading of the term “highways” to exclude local roads, sidewalks, and bike infrastructure, as well as transit.

Rather than try to overturn the rule, advocates in Colorado simply challenged the way it was being interpreted, said Will Toor, a former mayor of Boulder who helped lead the campaign as director of transportation at the Southwest Energy Efficiency Project.

“Fifteen years ago, a group of us began making the argument that that was really an inappropriately narrow interpretation,” said Toor. “There are other places in the constitution that describe railroads as highways of the state.”

In 2009, a coalition of transit advocates had a small breakthrough. The Colorado legislature wanted to pass a new vehicle registration fee, but lawmakers needed the political support of transit advocates. The transit coalition was able to win a small, but important, fraction of the funding for transit – just $15 million out of $1.2 billion.

“That established the precedent that the legislature had more broadly interpreted the restriction,” Toor said.

That was the impetus for Colorado Senate Bill 48, which the governor is due to sign tomorrow. Crucially, transit and environmental advocates framed SB 48 as an issue of local control, not a campaign to boost transit spending, says Toor. When they’ve tried to frame it as a transit issue in the past, it’s been “extremely controversial,” said Toor. This time, the law simply allows $250 million — the share of statewide gas tax revenues that is directed to local communities each year — to be spent on transit, biking, and walking. It does not require communities to spend it that way.

“The message was that the people that best understand the transportation needs are the ones that are the closest,” said Toor. “Shouldn’t they been able to spend these dollars on what they see as their highest and best needs?”

That turned out to be a winning strategy that helped Toor and his fellow advocates raise a big tent. A diverse coalition of supporters, including the Colorado Municipal League and the Denver Metro Chamber of Commerce, threw support behind the measure.

“That was really the key step: moving this from something that was being pushed mainly by the environmental community into something that was really being advocated by local government organizations,” Toor said. “They really saw this as a great tool to have additional flexibility with their funds.”

Support for the measure was initially strong in the state legislature. The bill sailed through a Senate committee unanimously. Then it stagnated in the statehouse for a time while other legislative priorities moved forward, and the trucking and construction industries started lobbying against it. But ultimately it was difficult for opponents to overcome the wishes of local government leaders from all parts of the state. In the end, it passed along party lines, Toor said, with an amendment that limited transit operating expenditures to 15 percent.

Toor and his coalition are now looking to export their successful campaign to Arizona, Utah, and four other states in the region where constitutional restrictions inhibit sustainable, efficient transportation investments.

In many ways, the Genesis Coupe 3.8 is a poor man's Infiniti G37 coupe (which itself is a poor man's BMW 335i coupe). For 2013, the Genesis Coupe saw a raft of both aesthetic and mechanical updates. While the wide visage is one that only a mother could love and the revised center stack seems to take a page from Hyundai's history book -hello, gauges from the 2007 Tiburon - the updates LED taillights are striking. Equally as striking is the revised V-6, which now has direct-injection and, more importantly, an induction tube that pipes the sonorous exhaust note directly into the cabin. The V-6 sounds best under light to moderate throttle, making a sweet noise that falls somewhere between BMW's inline-six and the Nissan/Infiniti VQ-series V-6. However, put your foot into it and let the revs climb over about 3500 rpm and the Hyundai's engine reveals the fact that it is not nearly as refined as the two luxury brands. That said, our loaded test example costs $35,230 where the base versions of the BMW 328i coupe and Infiniti G37 coupe start at $39,595 and $38,695, respectively.

Coronel gives BMW first win of 2013

Tom Coronel took BMW’s first World Touring Car win of the season with an assured drive in the Slovakia Ring finale.

The Dutchman, starting from pole on the reversed grid, preserved his advantage away from the line and quickly distanced himself from what became a massive fight for second.

Marrakech race winner Pepe Oriola originally held the spot, but came under increasing pressure from a gaggle of cars led by defending champion Rob Huff (SEAT), Yvan Muller (Chevrolet) and race-one winner Gabriele Tarquini (Honda).

As the trio tried to balance attack and defence, myriad others closed in, with second through to ninth rarely separated by more two seconds.

The effective stalemate of the first laps was finally broken at mid-distance when Huff found his way past Oriola at Turn 1.

Muller and Tarquini also pounced, going either side of Oriola, but as Tarquini eased ahead of both men he and Oriola touched, dropping the Spaniard down the order and allowing Muller to squeeze back through.

Muller and Huff then traded places several times before the Frenchman finally got the better of his old team-mate when the Briton ran too deep into Turn 1 on the penultimate lap.

Tarquini also slipped by, but despite constant pressure was unable to then hound Muller out of second.

Huff hung on to fourth ahead of Tarquini’s team-mate Tiago Monteiro, who had been running fourth until Muller tagged him at Turn 1 on the second lap.

Oriola meanwhile had fallen to sixth as a result of his earlier brush with Tarquini, and soon had a new wave of cars pouring over his rear, led by the second RML Chevrolet of Tom Chilton.

The pair went side by side several times over the final laps but Oriola denied the Briton by just over two tenths of a second.

Alex MacDowall fought back from first-lap contact to finish eighth, narrowly ahead of the BMWs of Mehdi Bennani and Darryl O’Young.

Norbert Michelisz had also been in the six-way fight for sixth but tumbled down the order over the final two laps.

Renault unsure about engine problems

Renault is unsure of the cause of the engine problem that led to Sunday’s Formula Renault 3.5 running to be reduced as a precaution.

Second qualifying and race two were reduced in length at Aragon last weekend as a reaction to several cars suffering high oil consumption in race one, causing reliability issues.

Renault and its FR3.5 engine partner Zytek have started an investigation into the problem, the cause of which was not immediately clear in Spain.

When asked by AUTOSPORT if any changes had been made to the engines over the winter or since the first round of the series at Monza three weeks earlier, Renault Sport Technologies motorsport technical manager Francois Champod said: “No, absolutely not.

“That’s why it’s a little bit difficult to understand, because we didn’t change anything.

“We will do our best to identify this problem and understand it 100 per cent to have all these things solved before the next race in Monaco [on May 26].”

Champod added that while the problem did not affect the whole grid last weekend, there was the potential for that to happen if qualifying and the race had not been shortened on Sunday.

“The engine problem affected not everyone but quite a lot, with the potential for all the field,” he said.

“[High oil consumption] was the consequence, and this we asked the teams to monitor very closely.

“It’s not a problem of performance, just a problem of potential breakage. [Shortening the race] was not an easy decision to make.”

As was the case last year, the RDX is seeing no substantial changes for the 2012 model year. Today's RDX is largely the same as the original 2005 model, although front-wheel drive and revised front and rear fascias were tossed in a couple years ago.

If you lust for a hot hatch but need the versatility of a small SUV, Acura may have the perfect compromise: the RDX. Despite sharing its basic architecture with Honda's popular CR-V, the RDX exhibits a completely different -- and much more dynamic -- personality. Even with its tall roofline and higher ground clearance, the SUV behaves like a subcompact. The rorty, snorty 2.3-liter turbocharged four-cylinder packs a substantial wallop, and the available SH-AWD system -- which aids handling by sending power to the outer rear wheel during cornering -- helps the already-poised RDX exhibit tenacious grip. Dynamically, the RDX is still quite impressive, but it is starting to show its age elsewhere. That's most evident in the cabin. Although the interior is chock-full of clever cubbies and storage areas (including a locking center console designed to hold a laptop computer), its aesthetic generally feels dour and dated. Buyers may be wooed by a number of advanced features, such as ELS surround sound, perforated leather seating, and GPS-linked climate control, which are typically found in more expensive vehicles, but the RDX's true party trick remains its on-road demeanor. The compact utility segment has grown increasingly crowded, but the RDX is one of the few that convincingly meld the soul of a sports car with the shape of a sport-utility vehicle.

Sunday qualifying and race shortened

Sunday’s Formula Renault 3.5 qualifying and race have been shortened due to an engine problem that was detected on Saturday.

Championship organisers announced on Sunday morning that a potential reliability issue with the engines had been discovered after the first race of the weekend.

It has been decided that qualifying be reduced from 30 minutes to 15, and the race time shortened from 44 minutes +1 lap to 29 minutes +1 lap, with the mandatory pitstop being dropped.

A statement from the organisers said: “At the end of the first race, the Renault Sport Technologies engineers detected a minor technical issue in a restricted number of engines with a potential impact on their reliability.

“With the aim of ensuring sporting equity, the sporting stewards, under the advice of the technical management, has announced this morning to the participants that the timed qualifying session and the time of the race will be reduced.

“The organising committee apologises for any inconveniences that this decision may cause to our partners and the spectators.”

AUTOSPORT understands that Renault Sport Technologies and Zytek plan to investigate the problem further after the weekend, with the intention of making changes to the engines before the next round in Monaco on May 26.

Kubica Azores pull-out threat averted

The threat of Robert Kubica withdrawing from Rally Azores looks to have been averted after European Rally Championship organisers agreed to allow more time to make pacenotes following thick fog on Wednesday’s recce.

This week’s round of the ERC is set to be ex-Formula 1 star Kubica’s first gravel rally in the series after his recent loose-surface WRC2 debut in Portugal.

But he had been reluctant to start unless more recce time was allocated as the field struggled to make pacenotes in Wednesday’s weather.

The Pole was not alone in voicing his dismay as terrible weather conditions blighted the mid-Atlantic island on the designated reconnaissance day.

“There was a lot of fog, in some places it was impossible to write pacenotes,” Kubica told AUTOSPORT.

“We have 20km of stages without pacenotes. That’s too much. Without pacenotes I will not drive.”

When asked if all stages that were affected by the fog were impossible to run, Kubica replied: “The first one, the longest one, was on the edge, but should be no problem.

“The other stages… one stage, the first half, was impossible and the second, like 9km of it, you could see for a maximum 10 metres.”

Kubica showed AUTOSPORT a photo he had taken out of the windscreen of his recce car on SS16, where the fog was opaque from just ahead of the bonnet of his car.

“It’s maybe five metres here,” he said. “No, even less, four metres. I stopped for 40 minutes on one stage, hoping it would clear, but it got worse and worse. Difficult.

“I have no clue how the road looks or what is around.”

When asked if he was aware of the huge 300-metre drops around the edge of the spectacular volcanic lake of Lagoa Azul, he replied: “I don’t know! The stage with the volcano, I have no clue how it looks.”

AUTOSPORT has learned that the rally organisers will now grant crews more recce time on both Thursday and Friday mornings.

The event is scheduled to start with three stages on Thursday afternoon.

At present the weather remains poor, with thick fog still in place at the rally headquarters.

West-Tec to run seven British F3 cars

European Formula 3 Open squad Team West-Tec is to run a seven-car team in the National Class of the British Formula 3 International Series.

West-Tec is taking advantage of the opening-up of the National Class to allow in cars running spec engines from other F3 championships, as well as the downscaling of the series to four rounds.

The team will run four Toyota/Piedrafita-engined Dallara F312s for UAE-based Briton Ed Jones, Venezuelan Roberto La Rocca, New Zealander Chris Vlok and China’s Hu An Zhu.

It also intends to run a trio of older-spec F308s, with Sean Walkinshaw (son of late team boss Tom, who raced in F3 in the early 1970s), South African Liam Venter and, most likely, Brit Cameron Twynham. All three are graduates of the Formula BMW-based InterSteps series.

Jones, Walkinshaw and Venter are confirmed only for the first two rounds – at Silverstone on May 25/26 and supporting the Spa 24 Hours in late July – but team boss John Miller hopes they will join the others in contesting the whole BF3 schedule.

Miller added that Zhu’s older brother, ex-Formula 2 racer David, could be seen in British F3 during the course of the 2013 season.

Lotus: missing victory is no disgrace

Kimi Raikkonen and Romain Grosjean, Lotus, Bahrain GP 2013 Lotus boss Eric Boullier says his team has no reason to be disappointed at missing out on victory in the Bahrain Grand Prix.

Kimi Raikkonen and Romain Grosjean’s chances of victory were effectively dashed by a poor performance in qualifying, which left them unable to threaten eventual winner Sebastian Vettel in the key early stages of the race.

With the pair coming through to finish second and third, there was every chance they could have challenged for the win if they had started near the front.

But Boullier says his outfit should not be downbeat that it missed a good opportunity to win.

“I have to be happy obviously,” Boullier told AUTOSPORT. “It is a great result for the team.

“We worked very hard, and everybody back in Enstone built up very well, so we had a nice weekend.

“We had a little bit of a blow in qualifying, but it was a good recovery from the positions on the grid.

“It is clearly good, and an even better point as well is that Romain is clearly now back on track.”

Kimi Raikkonen Boullier also believed his team had done the right thing in bringing forward Raikkonen’s final stop of the race, even though the Finn questioned the move over the radio.

“We could have gone longer, but we wanted to protect our position and make an easy move on Paul di Resta,” said Boullier.

“We knew we would be comfortably second, so there was no risk to be taken at this stage.

“It would have been difficult to push on for the win, and anyway the original strategy was only to stop one or two laps later.”

After months of speculation, Chevrolet has finally revealed the official starting price of the 2014 Corvette Stingray. The base MSRP for the 450-horsepower Stingray Coupe will be $51,995, while the Stingray Convertible will go for $56,995 (*both prices include a $995 destination fee). This means that the price increase from 2013 to 2014 is just $1,400 for the coupe and $2,395 for the convertible - pretty modest increases considering the upgrade in specifications. Of course, neither price accounts for the sort of dealer markup that might grace early C7 window stickers, especially since less than a third of all Chevrolet dealers will be allocated Corvette models to sell at the car's launch.

Now, these prices are for the base car, so if you're wondering how much a fully loaded Stingray will run, Chevy has given us a good indication of that as well. The coupe we saw on display at the Detroit Auto Show (shown above), for example, would run $73,360 including options such as the $2,800 Z51 Performance Package, $2,495 competition sport seats and the $1,795 Magnetic Ride Control option - just to name a few. Stepping up to the 3LT trim level that brings a full leather interior will run an extra $8,005 over the base price.

While $20,000 in options may seem like a lot, this "as-tested" price still has the C7 competitively priced against rival coupes like the Porsche 911 and Nissan GT-R. Speaking of price comparisons, Chevrolet also points out that the C7 Stingray Z51 costs $2,200 less than the C6 Grand Sport while delivering better acceleration (0-60 mph in less than four seconds) and improved track performance (including more than 1 g in cornering).

As for equipment at the base price level, Chevy says that the coupe and convertible come standard with a seven-speed manual transmission, Bose audio and those stylish HID headlight with LED running lights. The coupe gets a removable carbon fiber roof panel and the convertible will have the ability to lower its top remotely using the key fob. The Chrysler 300 is great, and the SRT version is even better. Although the 300 is essentially a Dodge Charger with different sheetmetal, the more elegant exterior design makes it appealing to a larger audience than the ostentatious Charger. Adding a 6.4-liter Hemi V-8 and subtle design changes makes the car even more appealing to me. There's still not enough refinement in the 300 package to seriously challenge the German juggernauts (despite the platform descending from the E-class during the DaimlerChrysler era), but you can get a very fast, very spacious car for $50k.
